Paraphrase of sypher telegram of August 8th from li.E. the Governor

to the Secretary of State for the Colonies,

Instructions of your telegram of August 7th noted. German merchants and their employees to the number of about 100 and oqual number of vivas and children are, however, in the Colony. About 20, including the German Consul, are 2nd reservists not called up owing to nature of employment and age, the rest are exempt from military service. Subject always to withdrawal of indulgence at any time, I have permitted all these, with the concurrence of the 0.0.0., to remain on parole and subject to restristion of movement in the Colony and under- taking not to leave it.

British subjects have been similarly permitted to raasin

The only Austrian here is the Consul, as far as I know. I do not know if he is reservist, and I have not as yet put him on parole. is regards theas Germen or Austrian reserviste, if any, what are your Listructions.

There is, residing on the British Settlement at themi en, Canton, a matbor of Gensan marchants, not oxiled upas first roservists.

I should be glad of your instrations with regard to the presence nere, alluded to abova, as to whether present arrangements are to centique. Until further notice the General and I are prepared to allow it, but I understand that comedore would prefer, although he has not yet addressed me on the subject, them to leave the colony.
